CBD recommends that each Party shall organize a multidisciplinary national CHM steering committee or working group. To further assist Parties in designing, developing and establishing their national CHMs a toolkit (http://www.cbd.int/chm/toolkit/index.html) was made available to:

• Promote their participation in activities related to technical and scientific cooperation;
• Synergize partnerships to assist with the technical development of national CHMs;
• Make recommendations pertaining to the use of and adherence to formats, protocols and standards for the improved exchange of biodiversity-related data, information and knowledge.

The CHM is “designed as a work in progress taking note of major new initiatives related to technical and scientific cooperation and new information formats, protocols and standards. It supports the idea of a clearing-house as a mechanism to link supply with demand, or, within the context of the Convention, to connect Parties and Governments with needed expertise, knowledge and resources. Finally, it adheres to a philosophy of sharing, open exchange of information and ideas, and partnerships to ensure the successful promotion of technical and scientific cooperation and the effective implementation of the Convention.”
