          The national Clearing House Mechanism of Thailand primarily aims to strengthen capacity in biodiversity information exchange to further facilitate the utilization of data and information from around the world in scientific cooperation. The following are the guidelines for the development of Thailand’s national CHM in Thailand:

The Inventory of Relevant Information and its Sources

          The success of information system under the CHM will require adequate contribution and output from various sources. At present, Thailand still lacks information regarding biodiversity study and conservation. The inventory of biodiversity –related information and those who responsible for biodiversity data management is much needed, in order to ensure the effective utilization and access to the source of information.

The Development of Biodiversity Information Network

          The development of effective information network depends on adequate and reliable data and information from relevant sources especially for the web–based network, which retrieve and provide information in electronic format.  At present, most of biodiversity data in Thailand have not been transformed into electronic format resulting to information gaps when accessing the network.

Information and Technology Needs Assessment

          Since the CHM has been developed based on the user's need, the output from the information and technology needs assessment for biodiversity data network should have been used to facilitate the development of access to the required information and technology, such as data defragmentation, the development of specific data filing, and the development of media tools to inform on the ways and means to access the required data in the network.

Technology Transfer

          Technology transfer is still a controversial issue in the international context. The CHM, in fact, cannot support all types of technology transfer, so the scope of the CHM's role should be limited to facilitate the transfer of the free and environmental friendly technology, including scientific technique and process in biological resources research and conservation, as appropriate.

          Considering the above–mentioned issues, Thailand has made some progress in the development of the CHM. The lack of financial resources was one of the obstacles to the effective implementation of the network.
